English Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, English councils are planning to sell social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that six out of ten of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and land to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using savings to manage increasing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Broader Fiscal Pressures

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of councils will need to raise council taxes next April to address the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures take time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week also found local finances being stretched by the increasing figures of young people and adults needing special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures highlights the extent of challenges facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study found.
